Illegal connections, meter tampering and by-pass

Illegal electricity connections are a serious matter.

At PNG Power, we take every step to counter this growing problem which has seen millions of kina lost every year. While many hard-working, honest and loyal customers are paying for their electricity, others are out to destroy the service by stealing electricity.

So how does this affect you, our valued customer? Well stealing of electricity affects our business and if we can’t operate effectively 100 per cent all the time, it will inevitably affect you.

Because of this, we encourage the public to take ownership of this and play their part in informing us of any illegal activities against the company.

If you know or have seen anyone carrying out illegal connection of electricity, meter tampering or by-passing of meters, please report them to PNG Power:

It is an illegal connection if you see a person and/or an organisation;

  1. Allowing electricity supplied by or purchased from PNG Power Ltd to be used other than at that person/organisations supply point or in accordance with an applicable customer sale and supply contract, this Code or the Wiring Rules;

  1. Uses at that person/organisation's supply point electricity supplied or purchased for use at another supply point;

  1. Sells electricity supplied to that person/organisation's supply point to any other person/organisation except in accordance with a license issued by the Regulator, or an exemption granted, under the Act;

  1. Tampers with, or permits tampering with, any meter that is used to measure the supply of electricity at that person/organisation's supply point or any associated equipment;

  1. Allows electricity supplied to that person/organisation's supply point to bypass any meter that is used to measure the supply of electricity at that person's supply point;

  1. Damages or interferes in any way with the PNG Power's equipment that is located at or near to that person/organisation's supply point (including any connector box and any associated conduits, cables, wires or connections) or with any connection point in respect of that person's supply point;

  1. Without PNG Power's consent, makes a connection from that person/organisation’s supply point to the PNG Power's electricity distribution network or increases the capacity of an existing connection point in respect of that person/organisation's supply point;

  1. Allows a person/organisation who is not lawfully permitted to do the work to perform any work on any electrical installation at that person/organisation's supply point;

  1. Uses, or causes to be used, electricity supplied to that person/organisation's supply point in a manner that:

               • interferes with PNG Power's electricity distribution network;

               • interferes with the supply or quality of supply of electricity to others; or

               • causes damage or interference to any third party;

  1.   Gives PNG Power information about which tariffs and charges should apply to that person in relation to electricity supplied or sold in respect of that person/organisation's supply point;

  1.   Allows electricity supplied to that person/organisation's supply point under a specific tariff to be used for a purpose other than as contemplated by that tariff;

  1.   Changes that person/organisation's electricity supply requirements at that person/organisation's supply point without the relevant PNG Power consent where there may be a potential effect on the PNG Power's electricity distribution         network or that person's connection; or

  1.   Tampers with any prepayment meter that is used to measure and supply electricity at that person/organisation's supply point,

PNG Power may:

  1. Disconnect that person/organisation's supply point immediately.

  1. Recover from that person/organisation PNG Power reasonable costs incurred in rectifying that breach and its consequences; and

  1. Estimate the amount of electricity obtained by that person/organisation in breach of this clause 5 and bill that person/organisation for any relevant amount (together with interest on that amount at a rate which is approved by the Regulator).
